This machine, which is a story below the observation deck of the town hall's tower, appears to have something to do with ringing the bells. Or perhaps it had something to do with ringing the bells at one time. Or perhaps it predicts the martians tides in anticipation of the Martian icecaps melting. Really, I have no idea what this thing does.
